marquee to make a circle. Marquee to make a smaller circle inside and then delete the smaller circle inside.

I hold down the shift key to make a perfect circle then i hit ctrl-G to fit it into a new circle... do you get it?

three ways i know..

either she could make a preset circle shape and set the border pattern to the stripes...

or she would have made two circles and filled in between

or she could have used a template....

If using Elements, you can use the cookie cutter tool & select that shape from the options and cut out that shape from the striped paper. If not, you could also make a new layer and put that shape on it. Then move the shape layer below the striped paper layer and select "group with previous" or "create clipping mask" from the layers menu.

You do the marque and then you have to inverse. and then cut

marquee to make the larger circle filled with the pattern
make a smaller circle inside, select the smaller circle area and delete it to leave only what's left on what appears as the outline area

Or she could have cropped the picture smaller then put the picture on top of the smaller circle, merge down and your done.

There is a tutorial here (http://www.digitalscrapbookmemories.com/tips/cuttingImages.asp)but it's pretty complicated. Circles are easy. The main thing I want you guys to get comforable with is to remember after you create a circle with the marquee you can right click in that selection and get all sorts of options such as layer via cut, layer via copy, etc. Make sure you are on the RIGHT layer and try all of these options. Ask questions when you run into trouble.

There are so many great ways to do the same thing in ps isn't there :)

Here is how I actually did this:

Make a circle on your photo by holding down shift and using the circular marquee. Use the move tool to move the circle photo to the layout.

With the move tool selected and the photo layer selected on the layout, ps will give you a little square in the middle of the circle.

Position your mouse over that center point. Hit Shift M to change to the circular marquee tool without moving your cursor. Then while holding down Cntrl and Alt, click and drag a circle. This will keep your circle centered over the picture and you can see how big to make the circle to get the size matting you want.

When you have the marching ants selection you want (marquee selection) you can drag this selection over to the striped paper. Position the selection on the striped paper and select the move tool and move the selection back to the layout - this time draging the striped paper circle with you.

Move the striped layer below the photo layer.

The striped circle is a matting and not a frame, but I guess you can do both with the same result :)
