Using Actions... big questions!

Once you've downloaded the actions, how do you use them in Photoshop? I have Elements 4.0. Do you import them into PS? Is it even possible to use them with PSE?

Most actions can't be used in Elements so always ask before you buy. I know Mindy (http://www.mindysphotoactions.blogspot.com/) has a couple that work in Elements as well as Scrapping Pro (http://www.scrappingpro.com/).
