So I got on here a few days ago, typed out all the instructions, hit submit, walked away and just assumed it was posted. NOPE! So sorry, so here it is (again, kinda)
1. Check your monitor's resolution setting by going to:
Windows XP: Start/Control Panel/Display/Settings
Windows Vista: Start/Control Panel/Personalization/Display Settings
MAC: Apple/About This Mac/More Info (it's a little button on that window that pops up)/ Graphic Display/look for resolution
Write that number down. (ie 1440X900)
2. In PSE, create a new blank file (File/New/Blank File)
3. Input your monitors dimensions (WXH) and a DPI of 100
4. Create you layout and remember to leave spots for your desktop icons depending on where you have yours.
5. Save as a jpg (File/Save As) Remember where you put that file.
6. Now you need to make it your desktop wallpaper by going to:
Windows XP: Start/Control Panel/Display/Desktop/ Browse to find file
Windows Vista: Start/Control Panel/Personalization/Desktop Background/choose your photo and then at the bottom choose Full
MAC: System Preferences/Desktop & Screen/choose folder and find photo
