ok so I always so pictures that the background is sorta blurry but still visiable making the people stand out more.. how do I do that? or can I? I have photoshop 5.0

There are probably several ways to do it but one way is to use your selection tool to select the person you want in focus. Then right click on your selection and click on "select inverse". Then go to filter > blur then from here you can pick different options, one of which I would play with is Gaussian blur. You can also change how blurry you want the background to be.

Or you can make an additional layer with the photo (so now you have two photo layers) Do the same blur as Meagan said above to the top layer. Then you can just use your eraser brush to delete the parts you want to show the original through.
