Different versions of photoshop will be different. In Elements 2.0 look for the more button at the top right of the layers pallete. If you can't see the layers palette click on windows (at the top of the screen) then click layers. In elements it is not called Rasterize it's called Simplify layer. You could also simply click on Layer (at the top of the screen) then simply layer.
In Photoshop CS you will right click on your text layer in the layers palette. Don't right click on the T click on the title of that layer. Not sure if title is the right word but if you have a problem click on a few things a few times until you find it. In the full version of Photoshop it is called Rasterize. You could also click on layer (at the top of the screen) then rasterize.
**** For those who don't know why you would ever need this....
Sometimes you want to rasterize (simplify) your text layer so that you can do other things on that layer. Text layers are not the same as other layers and have limited abilities. Once you rasterize a layer you can then start adding new things to that layer or alter the words on that layer. The only thing bad with rasterizing a layer is you can not change the text any more.
